Welch Extra on the Vermont Railway in Charlotte, VT This extra for Congressional candidate Peter Welch is pulling out of the south end of the siding in Charlotte, VT. The lone Green Mountain Observation Car behind Green Mountain locomotive number 302 has just met the northbound Rutland-Burlington Turn Job and will continue it's journey south to Rutland.
