That is a Hancock two-stage injector. The handle starts and stops the boiler feed injector which delivers whatever the lower injector lifts. The lower injector is the valve wheel under the handle. There is a cast DOT on the wheel so a person can regain a particular setting. So the injector can be throttled to deliver a constant replenishment to the boiler as opposed to shots of cold water from time to time as with a single stage injector.
