The rain had started up about a half an hour before. Not usually a problem, but the crossing gates were acting all weird and crazy. The local cops even stopped by to check it out. A quick call to the hotline got the signal crew out there in short order. It was right about then that the train came chugging through town at a leisurely 1-2 mph.
