Amtrak Train 86 is just starting to move after its station stop at Kingston, RI. In order to work the completed portion of the high-level platform west of the depot (and of the footbridge in the background), the train 86 stopped with the locomotive in front of the depot in a position where it was easy to work the sign into the photo.
