Waiting for 23K at CPF-334

Let's see if I get this right: movement is permitted off Wachusett station track onto main two and 23K is NOT yet approaching between CPF-333 and CPF-334 on main one. Given it's only 3:15pm on a Friday afternoon (ie, it's before evening rush hour), it's unlikely Keolis is going to run a T train onto main 2 to put it away at Westminster layover yard so maybe this Diverging Approach aspect provides a more permissive aspect at the CPF-333 interlocking for an arriving wb T train?
