Unmistakably Amtrak, and most likely the New Haven - Springfield connection at New Haven. Passengers were probably transferring from a Shore Line train. Guessing at the year. Ex NH Roger Williams Equipment in one of its many encores. AMT 28 is AKA an RDC-A.
