Rolls east thru CPF-HA in Haverhill MA enroute to serve WBC with MEC 5963e (1 load 10 empties) & 5958w. When they got to WBC the conductor said the switch was frozen. 2 people from WBC came out one with shovels and the other with a torch. Neither of those tools they used could get the switch to open so the WBC setoff was cancelled and went back to Lawrence with the 10 Broco Energy empties. Lineup then was MEC 5958w 11 cars(1 load 10 empties)& 5963e
