The plan for the 1997 AAPRCO convention was to have Amtrak engines haul the train from Groveton to Hazens, a few miles east of Whitefield, and then take the passenger cars down the mountain, through Crawford Notch, in two sections, to North Conway. The Conway Scenic's two FP9s would have handled one of the sections, with the Amtrak P40s taking the other. 6515 is about to cross a road near Twin Mountain, after the trip down the mountain was cancelled. This track doesn't normally see any trains, so someone (see arm at left of frame) was flagging the crossing.
