Pan Am Railways MOED at Soapstone, MA

Pan Am Railways MOED has just exited Hoosac Tunnel and is now passing Soapstone, MA at 11:49 am on Saturday, 10/18/2008. A combined SEED/NBWA has just been recrewed and has just left the east end of the Soapstone Siding. In a move that seemed to defy all logic (but then again, this is Pan Am...), the dispatcher threw a red signal in the face of MOED (who was currently MOVING!) to stop at the east end of Soapstone, so that SEED/NBWA (who was currently STOPPED!) could leave first. Several of us ended up with migraines trying to make sense of that move!
