Ex-Virginian EF-4 class electrics swing through Fairfield, Connecticut, with New Haven RR train NG-1 (Cedar Hill to Oak Point). The following year Penn Central would end electric freight operations in NH territory.

Interesting that the lead motor, 309, has its pantograph down. 310 is doing all the work.

No, that was actually standard NH practice. These locomotives had a roof-mounted high voltage bus connection joining the pairs, and commonly ran with the pan on the lead unit lowered. That way, if there was a snag they might be able to raise the lead pan and keep going.
