Testing the new Lowell Jct Interlocking on 06/23/17.

Tentative plans are to cut in the Lowell Jct interlocking and possibly the Wilmington Jct interlocking on 06/24-06/25/17. MBTA and Downeaster schedules have been adjusted to give a full two days of foul time for the cut over.
