Amtrak Train 173 Stopping on Track 2 at Kingston Station

AMTK 602 (ACS-64) leads train 173 into Kingston on track 2 due to elevator problems. 173 had to wait for the tardy Acela 2163 in Providence, then cross over to track 2 at Kingston Interlocking to make the train accessible for handicapped passengers. The elevator on the track 2 side failed for the 1st westbound of the morning and was not back in service in time for 173.
Track 3 is not yet in service, even though the jumper from the catenary feed to the ground wire has been removed. Even had the elevator on the track 2 side been working, track 3 was not yet an option for getting 2163 around 173 at a point west of Providence. Someday.
