Can someone explain the meaning of the lighted signals for me please?

Three signals are visible. On the ground is a dwarf signal, which displays STOP. On the tower, are two signals. On the left signal is a dummy mast, which indicates there is a track between the signal and the track to which the signal applies. This signal displays APPROACH MEDIUM. The right signal displays STOP.

APPROACH MEDIUM: Proceed, approaching the next signal at Medium Speed.
