This may have come to be due to the PSNH transformer move in an effort to get the heavy lift closer to the substation. As I recall, while the railroad went close to the substation, the decision was made to transfer to a road heavy lift in North Conway so this improvement may not have been used if this was south on North Conway on the old MEC
