The demise of the White Mountain line (Concord to Lincoln) was the creation of the EPA. At the time, the Pemigewasset and Merrimack Rivers were Class D rivers. Their cleanup resulted in the closure of the Lincoln paper mill plus other mill closures on the route (not due entirely to the EPA but also to technology advances)
