Apparently there was a great deal of confusion over the forced operation of the Railroads by the Government. In this TimeTable everyone has a message for everyone else. This graphic is the RR's disclaimer concerning train operations. The following graphics indicate the scope of the problems & miss understandings between the USRA and the railroads, their employees, & the public. Recall that in these days there was no broadcast radio. TV was about 25 years away. If you didn't hear it by word of mouth or read it in the news paper you got confused, then mad, & ended up taking it out on who ever happened along, like a member of the train crew for instance.
