Shop forces are working on F-40PH 265, or perhaps they are fixing another engine in front of it. In any event, the track is blocked until someone in the same craft who put up the blue flag removes it. Safety rules are safety rules. Spring will be here soon, but on this chilly March day, mechanical folks must endure in they work outside.
