Double track project at Andover Station

MBTA #215 now #222 an Andover turn, passes by the double tracking project at 1:20 PM. 215/222 has an unusual schedule as this is the only train that turns daily at Andover vs the normal Reading or Haverhill. It then uses the Wildcat Line to reach Boston via the Lowell Line with a stop at Wilmington Station at 1:37 just 6 minutes behind #322, a Lowell departure for Boston. Not sure the purpose of a mid-day train that would be scheduled to follow another with such reduced headway.
