The yellow/green placard clearly states the car's status; "Home Shop For Repair Do Not Load". Releasing the car for loading is a very controlled process.

This train is traveling from Selkirk Yard east into Massachusetts. I know of no location in Massachusetts that is a home shop for a fleet of tank cars

Cars tagged Home Shop are cleared for movement to a repair facility chosen by the car's owner. Incidentally, prayers for tank cars or any other subject are heard 24/7/365.
